CALL TO ORDER

 

Mayor William M. Wheaton opened the regular session at 7:00 p.m.

 

MOMENT OF SILENCE WAS OBSERVED

Ron Gant (1), Betty Branche (2), Ken Waito (3), Andy Zblewski (4), Cheryl Krause (5), George Strander (6) and Mayor William M. Wheaton.

 

            Administration: Mike Herman, City Manager;  Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; Nidia Wolf, Downtown Development Authority Executive Director; Eric Miller, Chief of Public Safety; John Tracy, Code Enforcement Officer; James Hull, City of Albion Water Department; Joe Domingo, Mayor-Elect and Mark Robison, City Attorney.

           

MAYOR AND COUNCIL MEMBERS' COMMENTS

 

Comments were received from Council Members Branche and Krause.  Comments were received at Council request from City Manager Herman and Robina Quale-Leach, 422 Darrow Street regarding feeding the homeless and from City Manager Herman regarding Maple Grove Apartments re-occupancy status.  Mayor Wheaton gave a farewell address.

            B.         Request for Approval to Set the 2009 Council Regular Meeting Schedule.

 

No comments were received.

 

Zblewski moved, Gant supported, CARRIED, to Approve the 2009 Council Regular Meeting Schedule as Presented.   (7-0, rcv).

 

C.         Request for Approval to Set the 2009 Budget Public Hearing for December 01st, 2008.

 

            No comments were received.

 

            Waito moved, Strander supported, CARRIED, to Set the 2009 Budget Public Hearing for December 01st, 2008.  (7-0, rcv).

 

D.         Request for 1st Reading & Approval of Resolution #2008-27, to Approve the Contract of Lease with the Albion Building Authority.

 

            Comments were received from Council Member Zblewski, City Manager Herman and City Attorney Robison.

 

            Strander moved, Branche supported, CARRIED, to Approve the 1st Reading of Resolution #2008-27, to Approve the Contract of Lease with the Albion Building Authority.  (7-0, rcv).

 

E.         Discussion – Calhoun County Solid Waste Management Planning Committee Request for Funding for Household Hazardous Waste Collection – Tiffany Eichorst.

 

            Tiffany Eichorst, representing the Calhoun County Road Commission and the Solid Waste Planning Committee, gave an overview of the Hazardous Waste Collection activities undertaken in the County over the past few years.

 

            Comments were received from Council Member Strander, Mayor Wheaton and City Manager Herman.

 

F.         Discussion – Albion Holidazzle Event – Nidia Wolf.

 

            Downtown Development Authority Executive Director Wolf gave an overview of the Downtown Brick Street Merchants Association’s plans for the upcoming Holiday Event set for November 20th, 2008.

 

            Comments were received from Council Members Krause and Gant, Mayor Wheaton and City Manager Herman.

 

G.         Discussion/Approval of MERS Benefit E.

 

            Comments were received from Council Members Zblewski and Strander, Mayor Wheaton and City Manager Herman.

 

H.        Motion to Excuse Absent Council Member(s).

 

No action was needed as all Council Members were present.

 

VIII.   CITIZEN'S COMMENTS (Persons addressing the City Council shall limit their comments to no more than five (5) minutes.  Proper decorum is required.)

 

Comments were received from Mayor-Elect Joe Domingo, 1005 East Broadwell Street.

 

IX.       EXECUTIVE SESSION

 

            The City Manager requests an Executive Session under the Open Meetings Act (Section 15.268(f), P.A. 267 of 1976, as amended) to Consult with the City Attorney regarding trial or settlement strategy in connection with specific pending litigation.

 

Branche moved, Zblewski supported, CARRIED, to Adjourn to Executive Session.  (7-0, rcv).

 

            Mayor Wheaton adjourned to Executive Session at 7:41 p.m.

           

X.         ADJOURNMENT

 

Gant moved, Zblewski supported, CARRIED, to Adjourn the Regular Session.  (7-0, rcv).

 

            Mayor Wheaton adjourned the Regular Session at 8:29 p.m.
