I.          CALL TO ORDER

 

Mayor William M. Wheaton opened the regular session at 7:00 p.m.

 

II.          MOMENT OF SILENCE TO BE OBSERVED

 

III.         ROLL CALL

 

Ron Gant (1), Betty Branche (2), Ken Waito (3), Andy Zblewski (4), Cheryl Krause (5), George Strander (6) and Mayor William M. Wheaton.

 

Administration:  Mike Herman, City Manager; Kevin Markovich, Director of Public Services; Eric Miller, Chief of Public Safety; Mark Robison, City Attorney; Sandee MacGeorge, Administrative Assistant

Comments were received from Mayor Wheaton.

VI.        CONSENT CALENDAR

 

            A.        Approval of Regular Session Minutes – October 20, 2008

 

Branche moved, Zblewski supported, CARRIED, to approve the Consent Calendar as presented. (7-0 rcv)

 

VII.       ITEMS FOR INDIVIDUAL DISCUSSION

 

A.        Request for Approval to Close Porter Street from Superior Street to Clinton Street from 6-9 p.m. on Thursday, November 20, 2008 for Albion Aglow Event – Albion Brick Street Association

 

Comments were received by Mayor Wheaton, City Manager Herman and Council Members Strander and Gant.

 

Waito moved, Krause supported, CARRIED, to approve the closure of Porter Street from Superior to Clinton from 6-9 p.m. on November 20, 2008 for the Albion Aglow Event. (7-0 rcv)

 

B.        Request for Approval of New Calhoun County Area Fire Service Mutual Aid Agreement

 

Comments were received by City Manager Herman and Chief Eric Miller.

 

Krause moved, Gant supported, CARRIED, to approve the new Calhoun County Area Fire Service Mutual Aid Agreement.  (7-0 rcv)

 

            C.        Request for approval to have City Attorney Draft a Hazardous Material

                        Cost Recovery Ordinance

 

Comments were received by City Manager Herman, Chief Eric Miller and Council Members Strander and Krause.

 

Krause moved, Branche supported, CARRIED, to approve the request to have the City Attorney draft a Hazardous Material Cost Recovery Ordinance.  (7-0 rcv)

 

D.        Request for Approval of Resolution #2008-26 to Approve Development Agreement with MDNR for the Rieger Park Swimming and Beach Project

 

Comments were received by City Manager Herman, Mayor Wheaton and Council Member Gant.

 

Zblewski moved, Branche supported, CARRIED, to approve Resolution #2008-26, approving the Development Agreement with MDNR for the Rieger Park Swimming and Beach project.  (7-0 rcv)

 

E.        Discussion of Request for Donation to the Solid Waste Management Fund to Assist with the County Household Hazardous Waste Collection

 

Comments were received by City Manager Herman and Mayor Wheaton.

 

Branche moved, Krause supported, CARRIED, to table any action regarding the donation to the Solid Waste Management Fund to assist with the county household hazardous waste collection pending more information.  (7-0 rcv)

 

            F.         Addition to Agenda – Request for Approval to Set Budget Meeting

 

Krause moved, Gant supported, CARRIED, to add Item F, Request for Approval to Set Budget Meeting, to the agenda.  (7-0 rcv)

Comments were received by City Manager Herman, Mayor Wheaton and Council Members Krause and Strander.

 

Branche moved, Krause supported, CARRIED, to set a budget meeting for Tuesday, November 11, 2008 at 7:00 p.m. in the Council Chambers.  (7-0 rcv)

 

            G.        Motion to Excuse Absent Council Member(s)

 

No action required; all Council Members were present.
