CALL TO ORDER

Mayor William M. Wheaton opened the regular session at 7:00 p.m.

MOMENT OF SILENCE WAS OBSERVED

ROLL CALL

Ron Gant (1), Betty Branche (2), Ken Waito (3), Andy Zblewski (4), Cheryl Krause (5), George Strander (6)  and Mayor William M. Wheaton.

            Administration: Mike Herman, City Manager;  Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; Eric Miller, Chief of Public Safety; Nidia Wolf, Downtown Development Authority Executive Director; Eric Sanchez, Economic Development Authority Vice President; Jill Domingo, Deputy Clerk; Scott Kipp, Albion Public Safety Lieutenant; and Chuck Robison, City Attorney.

MAYOR AND COUNCIL MEMBERS' COMMENTS

Comments were received from Council Members Gant, Branche and Krause and Mayor Wheaton.  At Council request, City Manager Herman and Public Safety Chief Miller spoke regarding the Maple Grove apartment complex fire and Robina Quale-Leach, 422 Darrow Street, and Reverend Fred Alexander, 208 Watson Street, spoke regarding the community resource guide.

No comments were received.

VI.       CONSENT CALENDAR

A.                 Approval of Regular Session Minutes – August 04, 2008.

B.                  Approval of Retreat Minutes – August 06 and 07, 2008.

No comments were received.

Waito moved, Branche supported, CARRIED, to Approve the Consent Calendar as Presented.  (7-0, rcv).

VII.     ITEMS FOR INDIVIDUAL DISCUSSION

            A.         Request for Approval of Boards & Commission Appointments.

·         Mike Frandsen, Initial Appointment, Economic Development Corporation Board, term to expire 07/01/2014.

·         Robin Walters, Initial Appointment, Downtown Development Authority Board, term to expire 12/31/2012.

                        No comments were received.

                        Strander moved, Zblewski supported, CARRIED, to Approve the Board Appointments as Presented.  (7-0, rcv).

            B.         Request for Approval to Award Superior & Cass Street Intersection Repair Work to Naylor Landscape Management at a Cost of $36,548.

Comments were received from Council Members Waito, Strander, Zblewski, Krause and Gant; Mayor Wheaton; City Manager Herman and Director of Public Services Markovich.

No motion was received.

C.         Request for Approval to Appoint City Manger Michael Herman as the City’s Representative to the Calhoun County Consolidated Dispatch Authority Governing Board of Directors for a Two-Year Term.

Comments were received from Mayor Wheaton and City Manager Herman.

Gant moved, Waito supported, CARRIED, to Approve Appointing City Manger Michael Herman as the City’s Representative to the Calhoun County Consolidated Dispatch Authority Governing Board of Directors for a Two-Year Term.  (7-0, rcv).

D.         Request for Approval to Appoint Chief of Public Safety Eric Miller as the City’s Representative to the Technical Advisory Committee of the Calhoun County Consolidated Dispatch Authority.

            Comments were received from Mayor Wheaton.

            Branche moved, Zblewski supported, CARRIED, to Approve Appointing Chief of Public Safety Eric Miller as the City’s Representative to the Technical Advisory Committee of the Calhoun County Consolidated Dispatch Authority.  (7-0, rcv).

E.         Motion to Excuse Absent Council Member(s).

No action was needed as all Council Members were present.

Comments were received from Council Members Gant and Strander; Mayor Wheaton; City Manager Herman; Pastor Dan Preston, 105 South Superior Street; Reverend Fred Alexander, 208 Watson Street; Polly Wilson, 211 East Erie Street, Apartment #3; Joy Caldwell, 110 South Ann Street and Phyllis Cramer, 417 Darrow Street.

IX.       ADJOURNMENT

            Krause moved, Branche supported, CARRIED, to adjourn the Regular Session.  (7-0, rcv).

            Mayor Wheaton adjourned the Regular Session at 8:17 p.m.
