City Council Meeting

May 19, 2008

I.         CALL TO ORDER

Mayor William M. Wheaton opened the regular session at 7:00 p.m.

II.       MOMENT OF SILENCE WAS OBSERVED

III.     ROLL CALL

Ron Gant (1), Betty Branche (2), Ken Waito (3), Andy Zblewski (4), Cheryl Krause (5), George Strander (6) and Mayor William M. Wheaton.

Administration:  Mike Herman, City Manager; Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; Eric Miller, Chief of Public Safety; John Tracy, Code Enforcement Officer and  Chuck Robison, City Attorney.

IV.       MAYOR AND COUNCIL MEMBERS’ COMMENTS

Comments were received from Council Members Gant, Zblewski, Krause and Strander and Mayor Wheaton.  At Council Member Krause’s request, Public Safety Chief Miller spoke regarding moped regulations and he and Code Enforcement Officer Tracy spoke regarding graffiti.

V.         PUBLIC HEARING – To Set the Property Tax Millage for 2008

            Mayor Wheaton opened the Public Hearing at 7:19 p.m.

            City Manager Herman gave an overview of the proposed millage levies.

With no other comments being brought forward, Mayor Wheaton closed the Public Hearing at 7:21 p.m.

VI.       CITIZEN’S COMMENTS (Persons addressing the City Council shall limit their comments to agenda items and to no more than five (5) minutes.  Proper protocol and decorum is required.)

No comments were received.

VII.     CONSENT CALENDAR

A.                 Approval of Regular Session Minutes – May 05, 2008.

B.                  Request for 2^nd Reading and Approval of Ordinance #2008-03, to Amend Section 66-26 Definitions of the Code of Ordinances, City of Albion.

Waito moved, Gant supported, CARRIED, to approve the Consent Calendar As Presented.  (7-0, rcv).

VIII.   ITEMS FOR INDIVIDUAL DISCUSSION

A.         Request for 2^nd Reading and Approval of Resolution #2008-15, Vacating Part of East Perry Street in the Assessor’s Replat of the Weslyan Seminary Addition.

                        Comments were received from Council Member Strander.

Waito moved, Zblewski supported, CARRIED, to approve the 2^nd Reading of Resolution #2008-15, Vacating Part of East Perry Street in the Assessor’s Replat of the Weslyan Seminary Addition.  (7-0, rcv).

B.         Request for Approval of Resolution #2008-11, To Set the 2008 Tax Levy.

                        Comments were received from City Manager Herman.

Strander moved, Branche supported, CARRIED, to Approve Resolution #2008-11, To Set the 2008 Tax Levy.  (7-0, rcv).

C.                  Discussion/Request to Schedule a Study Session to Review Proposals for a Single Residential Refuse Hauler.

Comments were received from Council Members Gant, Branche, Waito, Zblewski, Krause and Strander, Mayor Wheaton and City Manager Herman.

Gant moved, Branche supported, CARRIED, to Schedule a Study Session to Review Proposals for a Single Residential Refuse Hauler for 7:00 p.m. on Monday, June 23^rd, 2008.  (7-0, rcv).

            D.         Motion to Excuse Absent Council Member(s)

No action was needed as all Council Members were present.

IX.       CITIZEN’S COMMENTS (Persons addressing the City Council shall limit their comments to no more than five (5) minutes.  Proper decorum is required.

No comments were received.

X.         ADJOURNMENT

Krause moved, Zblewski supported, CARRIED to adjourn the regular session.  (7-0, rcv).

Mayor Wheaton adjourned the regular session at 7:29 p.m.
