CALL TO ORDER
Mayor William M. Wheaton opened the regular session at 7:00 p.m.

Betty Branche (2), Ken Waito (3), Andy Zblewski (4), Cheryl Krause (5), George Strander (6) and Mayor William M. Wheaton. Ron Gant (1) was absent.
Administration: Mike Herman, City Manager; Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; Eric Miller, Chief of Public Safety; John Tracy, Code Enforcement Officer and Chuck Robison, City Attorney.

V. PRESENTATIONS
A. Proclamations
· Alcohol Awareness Month – Council Member Krause read the Proclamation and presented it to Willie Culp.
· Sexual Assault Awareness Month – Council Member Strander read the Proclamation and presented it to Dan Busher, Chief Assistant to the Calhoun County Sheriff.
· Crime Victims’ Rights Week – Council Member Strander read the Proclamation and presented it to Chief Assistant Busher.
· Child Abuse Prevention Month – Council Member Zblewski read the Proclamation and presented it to Chief Assistant Busher.
B. Community Resources Fair, April 23, 2008 – Fabiana Generi & Shawn Welker.

C. Approval for Albion Lions Club to Hold White Cane Days on April 25 & 26, 2008.
No comments were received.
Branche moved, Krause supported, CARRIED, to Approve the Consent Calendar as Presented. (6-0, rcv).
VIII. ITEMS FOR INDIVIDUAL DISCUSSION
A. Request for Approval of Annual Garbage Collection Licenses for Turner Sanitation and Allied Waste.
Comments were received from Council Member Waito and City Manager Herman.
Waito moved, Zblewski supported, CARRIED, to Approve the Annual Garbage Collection Licenses for Turner Sanitation, Pending Proof of State Vehicle Inspection, and Allied Waste. (6-0, rcv).
B. Request for Approval/Denial of 2008 Requests for Sidewalk Assessment Exemptions.
· Denial – 703 North Eaton Street (13-51-001-870-00)
· Approval – 313 ˝ Austin Avenue (13-51-001-875-00)
Comments were received from City Manager Herman.
Strander moved, Branche supported, CARRIED, to Approve the Request for Approval/Denial of 2008 Requests for Sidewalk Assessment Exemptions as Presented. (6-0, rcv).
C. Request for Approval of the 2008 Grass & Brush Bids.

Waito moved, Krause supported, CARRIED, to Award the 2008 Grass & Brush Bids as Presented. (6-0, rcv).
D. Request for Approval of Resolution #2008-12, to Support the Request for Rehearing to the Michigan Public Service Commission.
Comments were received from Council Member Zblewski and City Manager Herman.
Strander moved, Branche supported, CARRIED, to Approve Resolution #2008-12, to Support the Request for Rehearing to the Michigan Public Service Commission. (6-0, rcv).
E. Motion to Excuse Absent Council Member(s).
No comments were received.
Strander moved, Zblewski supported, CARRIED, to Excuse Council Member Gant. (6-0, rcv).

X. EXECUTIVE SESSION
A. The City Manager requests an Executive Session under the Open Meetings Act (Section 15.268 (c), P.A. 267 of 1976, as amended) for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement when either negotiating party requests a closed hearing.
Krause moved, Waito supported, CARRIED, to adjourn to Executive Session. (6-0, rcv).
Mayor Wheaton adjourned to Executive Session at 7:50 p.m.
XI. ADJOURNMENT
Krause moved, Waito supported, CARRIED, to adjourn the Regular Session. (6-0, rcv).
Mayor Wheaton adjourned the Regular Session at 8:10 p.m.
