CALL TO ORDER

 

Mayor William M. Wheaton opened the regular session at 7:00 p.m.

 

MOMENT OF SILENCE WAS OBSERVED

 

ROLL CALL

 

Ron Gant (1), Betty Branche (2), Ken Waito (3), Andy Zblewski (4), Cheryl Krause (5), George Strander (6) and Mayor William M. Wheaton.

 

            Administration: Mike Herman, City Manager;  Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; Eric Miller, Chief of Public Safety; Nidia Wolf, Downtown Development Authority Director; John Tracy, Code Enforcement Officer and Chuck Robison, City Attorney.

 

            Additional Attendees: Greg Purcell, Calhoun County Administrator/Controller; Allen Byam, Calhoun County Sheriff, Eusebio Solis, Calhoun County Commissioner and Scott Brown, Calhoun County Road Commission Chairperson.

           

MAYOR AND COUNCIL MEMBERS' COMMENTS

 

Comments were received from Council Members Gant, Branche and Zblewski and Mayor Wheaton.  Code Enforcement Officer Tracy spoke at Council Member Gant’s request regarding which edition of the building code is currently in force.

 

V.         CITIZENS’ COMMENTS (Persons addressing the City Council shall limit their comments to agenda items and to no more than five (5) minutes.  Proper protocol and decorum is required.)

 

No comments were received.

 

VI.       CONSENT CALENDAR

 

A.                 Approval of Regular Session Minutes – January 22, 2008.

B.                  2nd Reading & Approval of Ordinance #2008-02, to Amend the Municipal Civil Infraction Ordinance to Add Civil Infractions for Failure to Pull Permits by Contractors Before Starting Work.

C.                  2nd Reading & Approval of Ordinance #2008-01, to Amend the Animal Ordinance.

 

Comments were received from Council Member Zblewski and City Manager Herman.

 

Krause moved, Zblewski supported, CARRIED, to Approve the Consent Calendar as Presented.  (7-0, rcv).

 

VII.     ITEMS FOR INDIVIDUAL DISCUSSION

 

            A.         Request for Approval of Resolution #2008-04, to Recommend an E-911 Surcharge to the Calhoun County Board of Commissioners.

 

                        Comments were received from Council Members Strander, Gant and Zblewski, City Manager Herman, Chief of Public Safety Miller, Calhoun County Administrator Purcell, Calhoun County Sheriff Byam and Calhoun County Commissioner Solis.

 

                        Waito moved, Gant supported, CARRIED, to Approve Resolution #2008-04, to Recommend an E-911 Surcharge to the Calhoun County Board of Commissioners.  (7-0, rcv).

 

B.         Request for Approval to Set the Annual Spring Clean-Up by Allied Waste for March 31-April 04, 2008 for the Northeast & Southeast Areas and April 07-11, 2008 for the Northwest and Southwest Areas.

 

Comments were received from Council Members Strander and Zblewski and City Manager Herman.

 

Branche moved, Waito supported, CARRIED, to Approve the Annual Spring Clean-Up as Presented.   (6-1, rcv, Strander dissenting).

 

C.         Request for Discussion/Approval of Resolution #2008-03, to Approve the Transfer of MERS Assets for Lew Steinbrecher.

 

Comments were received from Council Members Zblewski and Strander and City Manager Herman.

 

Krause moved, Zblewski supported, CARRIED, to Approve Resolution #2008-03, to Approve the Transfer of MERS Assets for Lew Steinbrecher.  (7-0, rcv).

 

D.         Request for Approval of Resolution #2008-05, to Set a Public Hearing to Determine the Necessity of Sidewalk Improvement and to Hear Comments from Objectors.

 

            Comments were received from Council Member Gant and City Manager Herman.

 

            Zblewski moved, Branche supported, CARRIED, to Approve Resolution #2008-05, to Set a Public Hearing to Determine the Necessity of Sidewalk Improvement and to Hear Comments from Objectors.  (7-0, rcv).

           

E.         Motion to Excuse Absent Council Member(s).

 

No action was needed as all Council Members were present.

Comments were received from Calhoun County Commissioner Solis and Calhoun County Road Commission Chairperson Brown.

            Krause moved, Zblewski supported, CARRIED, to adjourn the Regular Session.  (7-0, rcv).
