CALL TO ORDER

Mayor William M. Wheaton opened the regular session at 7:00 p.m.

MOMENT OF SILENCE WAS OBSERVED

ROLL CALL

Ron Gant (1), Betty Branche (2), Ken Waito (3), Andy Zblewski (4), Cheryl Krause (5), George Strander (6) and Mayor William M. Wheaton.

            Administration: Mike Herman, City Manager;  Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; Eric Miller, Chief of Public Safety; Peggy Sindt, Economic Development Corporation President; Nidia Wolf, Downtown Development Authority Director; Elaine Lohrke, Personal Protection Order Coordinator and Chuck Robison, City Attorney.

Comments were received from Council Member Zblewski.

V.         PRESENTATIONS

            A.         Domestic Violence Awareness Month.

A proclamation was read by Council Member Krause and presented to Calhoun County Prosecutor’s representative Brandon Hultink.  Additional comments were received from PPO Coordinator Lohrke.

B.         National Business Women’s Week.

A proclamation was read by Council Member Branche and presented to Albion Professional Businesswomen’s Club representative Carolyn Guild.

C.         Albion’s A-Maizing Corn Harvest.

The Corn Harvest coordinator, Anna Merritt, 315 East Michigan Avenue, presented Council with a report on the recent celebration.

D.         US Mayor’s Climate Protection Agreement.

Three Albion College students; Erica Tauzer, Kaylee Pope and Lisa Anderson, all residing at 416 Cass Street, gave a presentation on global warming.

   VI.       CITIZENS’ COMMENTS (Persons addressing the City Council shall limit their comments to agenda items and to no more than five (5) minutes.  Proper protocol and decorum is required.)

B.         Request for Approval of City of Albion’s Trick or Treat Date and Time on October 31, s007 from 6-8 p.m..

No comments were received.

Strander moved, Branche supported, CARRIED, to Approve the City of Albion’s Trick or Treat Date and Time on October 31, 2007 from 6-8 p.m.  (7-0, rcv).

C.         Request for Approval of Resolution #2007-22, to Approve Transfer of a C Liquor License from Paradise Inn to La Casa Mexicana at 1510 North Eaton Street.

No comments were received.

Gant moved, Zblewski supported, CARRIED, to Approve Resolution #2007-22, to Approve Transfer of a C Liquor License from Paradise Inn to La Casa Mexicana at 1510 North Eaton Street.  (7-0, rcv).

D.         Request for Approval of Contract with Irwin Avenue Animal Hospital for Temporary Housing of Dogs Picked Up by the Albion Department of Public Safety.

            Comments were received from Council Member Zblewski.

            Branche moved, Krause supported, CARRIED, to Approve the Contract with Irwin Avenue Animal Hospital for Temporary Housing of Dogs Picked Up by the Albion Department of Public Safety.  (7-0, rcv).

E.         Request for Approval of Michigan Municipal League Annual Membership Dues - $5,577.

            Comments were received from Council Member Gant  and City Manager Herman.

            Waito moved, Zblewski supported, CARRIED, to Approve the Michigan Municipal League Annual Membership Dues - $5,577.  (7-0, rcv).

F.                  Discussion – MERS Benefit Program E.

Comments were received from City Manager Herman.

G.                  Motion to Excuse Absent Council Member(s).

No action was needed as all Members were present.

            Krause moved, Branche supported, CARRIED, to adjourn the Regular Session.  (7-0, rcv).

            Mayor Wheaton adjourned the Regular Session at 7:42 p.m.
