CALL TO ORDER
Mayor William M. Wheaton opened the regular session at 7:00 p.m.

Ron Gant (1), Betty Branche (2), Ken Waito (3), Andy Zblewski (4), Cheryl Krause (5), George Strander (6) and Mayor William M. Wheaton.
Administration: Mike Herman, City Manager; Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; Eric Sanchez, Economic Development Corporation Vice President; John Tracy, Code Enforcement Officer and Mark Robison, City Attorney.
MAYOR AND COUNCIL MEMBERS' COMMENTS
Comments were received from Council Member Waito and Mayor Wheaton.
A. Presentation – Mark Reiman, Lion’s Club.
Mark Reiman, 604 Manor Drive, briefed the Council on the current activities of the Lion’s Club.
Additional comments were received from Mayor Wheaton.
V. CITIZENS’ COMMENTS (Persons addressing the City Council shall limit their comments to agenda items and to no more than five (5) minutes. Proper protocol and decorum is required.)

VI. CONSENT CALENDAR
A. Approval of Regular Session Minutes – September 04, 2007.
B. Approval of Study Session Minutes – September 04, 2007.
C. Approval of Albion & Marshall City Councils’ Joint Meeting Minutes – September 10, 2007.
D. Request for Approval & 2nd Reading of Resolution #2007-18, to Approve Sale of the Library Premises to Albion District Library.
E. Request for Approval & 2nd Reading of Resolution #2007-19, to Vacate a Portion of East Center Street.
Council Member Zblewski requested that Item C. include reference as to when the revised Consolidated Dispatch proposal is to be submitted to the respective Councils.
Waito moved, Gant supported, CARRIED, to Approve the Consent Calendar as Amended. (7-0, rcv).
VII. ITEMS FOR INDIVIDUAL DISCUSSION
A. Request for Approval of Resolution #2007-21, to Oppose Sale or Lease of Railroad Track from Ypsilanti to Kalamazoo by Norfolk Southern Railroad to WATCO Companies.
Comments were received from Council Members Strander and Gant, Mayor Wheaton and City Manager Herman.
Waito moved, Zblewski supported, CARRIED, to Approve Resolution #2007-21, to Oppose Sale or Lease of Railroad Track from Ypsilanti to Kalamazoo by Norfolk Southern Railroad to WATCO Companies. (7-0, rcv).
B. Request to Add to the Agenda and Approve the Lion’s Club Request for Approval to Sell White Canes at the Amaizing Corn Harvest Festival on October 06th, 2007.
No comments were received.
Gant moved, Krause supported, CARRIED, to Approve Adding to the Agenda and Approving the Lion’s Club Request for Approval to Sell White Canes at the Amaizing Corn Harvest Festival on October 06th, 2007. (7-0, rcv).
C. Motion to Excuse Absent Council Member(s).
No action was needed as all Council Members were present.
VIII. CITIZEN'S COMMENTS (Persons addressing the City Council shall limit their comments to no more than five (5) minutes. Proper decorum is required.)
Comments were received from Council Member Waito, City Manager Herman and Code Enforcement Officer Tracy.
IX. EXECUTIVE SESSION
A. The City Manager requests an Executive Session under the Open Meetings Act (Section 15.268 (c), P.A. 267 of 1976, as amended) for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement when either negotiating party requests a closed hearing.
Krause moved, Branche supported, CARRIED, to adjourn to Executive Session. (7-0, rcv).
Mayor Wheaton adjourned to Executive Session at 7:19 p.m.
X. ADJOURNMENT
Strander moved, Zblewski supported, CARRIED, to adjourn the Regular Session. (7-0, rcv).
Mayor Wheaton adjourned the Regular Session at 9:06 p.m.
