Albion and Marshall City Councils Joint meeting
September 10, 2007
I. CALL TO ORDER
City of Albion Mayor William M. Wheaton opened the joint meeting at 7:03 p.m.
II. ROLL CALL
Albion City Council: Council Members Ron Gant (1), Betty Branche (2), Ken Waito (3), Andy Zblewski (4), Cheryl Krause (5), George Strander (6) and Mayor William M. Wheaton.
Albion City Administration and Staff: Mike Herman, City Manager; Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; Eric Miller, Chief of Public Safety; Chuck Robison, City Attorney; Tim Stanley, Albion Public Safety Officer; and Michelle Matson, Jeanine McIntosh and Jamie Owens, Albion Public Safety Dispatchers.
Marshall City Council: Council Members Mike Kinter, Luanne Miller, Brent Williams, James Dyer and Matt Glaser and Mayor Bruce Smith.
Marshall City Administration and Staff: Christopher Olson, City Manager and Mike Olson, Chief of Public Safety.
Other Attendees: Greg Purcell, Calhoun County Administrator/Controller; Brad Wilcox, Calhoun County Administrative Services Director ; Allan Byam, Calhoun County Sheriff and Jase Bolger, Calhoun County Commissioner.
III. DISCUSSION.
A. Consolidated Dispatch Study Report.
An introduction was given by Albion Mayor Wheaton.
An overview was given by Marshall Mayor Smith.
A presentation was given by Marshall Chief of Public Safety Olson and Albion Chief of Public Safety Miller.
Comments were received from Albion Council Members Gant, Waito, Strander, Krause and Zblewski; Marshall Council Members Williams, Dyer, Glaser and Kinter; Albion Mayor Wheaton; Marshall Mayor Smith; Albion City Manager Herman; Marshall City Manager Olson; Albion Chief of Public Safety Miller; Marshall Chief of Public Safety Olson; Albion Public Safety Officer Stanley; Albion Dispatcher Jaime Owens; Marshall Dispatcher Sheila Smith; Calhoun County Administrator Purcell; Calhoun County Administrative Services Director Wilcox; Calhoun County Sheriff Byam; Rosa Heath, 415 Perry Street and James Hull, 301 Perry Street.
The Mayors polled their respective Councils re. yea or nay for directing the various City Administrators, staff and committee members to continue refining the Consolidated Dispatch proposal with the following results:
Albion City Council voted (5-2, rcv, Strander and Krause dissenting) in favor of proceeding.
Marshall City Council voted (6-0, rcv) in favor of proceeding.
Albion Council Member Branche moved, Waito supported, CARRIED, to Authorize Application for Grant Funding to Support Start-Up Costs of a Consolidated Dispatch Center if so Created. (6-1, rcv, Strander dissenting).
Marshall Council Member Dyer moved, Glaser supported, CARRIED, to Authorize Application for Grant Funding to Support Start-Up Costs of a Consolidated Dispatch Center if so Created. (6-0, rcv).
Councils consensus was reached to request the various City Administrators, staff and committee members submit a revised proposal to their respective Councils by November 05th, 2007.
IV. ADJOURNMENT
Waito moved, Branche supported, CARRIED, to adjourn the joint meeting. (7-0, rcv).
Albion Mayor Wheaton adjourned the joint meeting at 8:55 p.m.
