CALL TO ORDER

 

Mayor William M. Wheaton opened the regular session at 7:00 p.m.

 

MOMENT OF SILENCE WAS OBSERVED

 

ROLL CALL

 

Ron Gant (1), Betty Branche (2), Ken Waito (3), Andy Zblewski (4), Cheryl Krause (5) and Mayor William M. Wheaton were present.  George Strander (6) was absent.

 

            Administration: Mike Herman, City Manager;  Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; Eric Miller, Chief of Public Safety; John Tracy, Code Enforcement Officer and Chuck Robison, City Attorney.

           

MAYOR AND COUNCIL MEMBERS' COMMENTS

 

Comments were received from Council Members Branche, Gant and Krause and Mayor Wheaton.

 VI.      CONSENT CALENDAR

 

A.                 Approval of Regular Session Minutes – August 06, 2007.

B.                  Approval of Council Retreat Minutes – August 08, 2007.

C.                  Approval of Council Retreat Minutes – August 09, 2007.

 

No comments were received.

 

Waito moved, Krause supported, CARRIED, to Approve the Consent Calendar as Presented.  (6-0, rcv).

 

 VII.    ITEMS FOR INDIVIDUAL DISCUSSION

 

A.         Request for Approval for Albion College to use the Eastern Ball Diamond Areas in Victory Park from August-October 2007 and March-May 2008.

 

Comments were received from City Manager Herman.

 

Gant moved, Krause supported, CARRIED, to Approve Albion College ‘s usage of the Eastern Ball Diamond Areas in Victory Park from August-October 2007 and March-May 2008.  (6-0, rcv).

 

B.         Request for Approval and 1st Reading of Resolution #2007-18, to Approve Sale of Library Premises to the Albion District Library.

 

Comments were received from City Manager Herman.

 

Zblewski moved, Waito supported, CARRIED, to Approve the 1st Reading of Resolution #2007-18, to Approve Sale of Library Premises to the Albion District Library.  (6-0, rcv).

 

C.         Request for Approval for the City to Cooperate with Albion College for the Installation of a Disc Golf Course in Victory & Rieger Parks.

 

            Comments were received from Council Members Krause, Zblewski and Gant; Mayor Wheaton, City Manager Herman and Albion College Instructor Larry LaMonde, 51501 Pleasant Drive, Mattawan.

 

            Krause moved, Branche supported, CARRIED, to Approve the City Cooperating with Albion College for the Installation of a Disc Golf Course in Victory & Rieger Parks.  (6-0, rcv).

 

D.         Request for Approval and 1st Reading of Resolution #2007-19, to Vacate a Portion of East Center Street.

 

            Comments were received from Council Member Gant and City Manager Herman.

 

            Gant moved, Krasue supported, CARRIED, to Approve the 1st Reading of Resolution #2007-19, to Vacate a Portion of East Center Street.  (6-0, rcv).

 

E.         Request for Approval of Resolution #2007-20, to Adopt Guidelines for Applicants Requesting Consideration for 2008 Property Exemptions.

 

            Comments were received from Council Members Gant and Zblewski, Mayor Wheaton and City Manager Herman.

 

            Branche moved, Gant supported, CARRIED, to Approve Resolution #2007-20, to Adopt Guidelines for Applicants Requesting Consideration for 2008 Property Exemptions.  (5-1, rcv, Zblewski dissenting).

 

F.         Discussion of Request from City of Marshall for Contribution towards Operation of the Composting Center.

 

            Comments were received from Mayor Wheaton and City Manager Herman.

 

G.                  Motion to Excuse Absent Council Member(s).

 

No comments were received

 

Gant moved, Krause supported, CARRIED, to Excuse Council Member Strander.  (6-0, rcv).

Comments were received from City Manager Herman.

 

IX.       ADJOURNMENT

 

Krause moved, Branche supported, CARRIED, to adjourn the regular session.  (6-0, rcv).
