CALL TO ORDER

 

Mayor William M. Wheaton opened the regular session at 7:00 p.m.

 

MOMENT OF SILENCE WAS OBSERVED

 

ROLL CALL

 

Ron Gant (1), Betty Branche (2), Ken Waito (3), Andy Zblewski (4), Cheryl Krause (5), George Strander (6) and Mayor William M. Wheaton.

 

            Administration: Mike Herman, City Manager;  Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; Eric Miller, Chief of Public Safety; Nidia Wolf, Downtown Development Authority Director; Colleen Verge, Albion District Library Director; Eric Sanchez, Economic Development Authority Vice President; John Tracy, Code Enforcement Officer and Chuck Robison, City Attorney.

           

MAYOR AND COUNCILMEMBERS' COMMENTS

 

Comments were received from Councilmember Zblewski and Mayor Wheaton.

 

A.         Albion District Library – Colleen Verge.

 

Albion District Library Director Verge presented a report on the Library’s 2006 activities to the Council and briefly touched on programs the Library would either begin or expand if the District Library’s millage request is approved by the voters in August.

 

Additional comments were received from Councilmember Strander and Mayor Wheaton.

 

 V.        CITIZENS’ COMMENTS (Persons addressing the City Council shall limit their comments to agenda items and to no more than five (5) minutes.  Proper protocol and decorum is required.)

 

No comments were received.

 

 VI.      CONSENT CALENDAR

 

A.                 Approval of Regular Session Minutes – June 18, 2007.

B.                  Approval of Regular Session Minutes – July 02, 2007.

 

No comments were received.

 

Strander moved, Gant supported, CARRIED, to Approve the Consent Calendar as Presented.  (7-0, rcv).

 

 VII.    ITEMS FOR INDIVIDUAL DISCUSSION

 

A.         2006 Audit Presentation – Aaron Stevens, Abraham and Gaffney.

 

Aaron Stevens presented the 2006 Audit to the Council.

 

Additional comments were received from Councilmembers Strander and Gant, Mayor Wheaton and City Manager Herman.

 

B.         Request for Approval to Cast Ballot for the 3 Recommended Candidates for the MML Workers’ Compensation Fund Board.

 

Comments were received from City Manager Herman.

 

Krause moved, Branche supported, CARRIED, to Approve Casting a  Ballot for the 3 Recommended Candidates for the MML Workers’ Compensation Fund Board.  (7-0, rcv).

 

C.         Request for Approval to Award the Michigan Avenue Railroad Crossing Closure Project to Michigan Paving & Materials at a Cost of $ 69,976.

 

            Comments were received from Councilmembers Strander, Zblewski and Waito, Mayor Wheaton, City Manager Herman and Director of Public Services Markovich.

 

            Waito moved, Krause supported, CARRIED, to Award the Michigan Avenue Railroad Crossing Closure Project to Michigan Paving & Materials at a Cost of $ 69,976.  (7-0, rcv).

 

D.         Request for Approval to Close East Erie Street from Superior Street to Linden Avenue for the A-Maizing Corn Harvest Celebration on October 06th, 2007.

 

            No comments were received.

 

            Branche moved, Gant supported, CARRIED, to Close East Erie Street from Superior Street to Linden Avenue for the A-Maizing Corn Harvest Celebration on October 06th, 2007.

 

E.         Request for Approval of Resolution #2007-17, to Endorse the Connecting Michigan Statewide Trailways Vision & Action Plan.

 

            Comments were received from Councilmembers Waito, Krause and Strander and Downtown Development Authority Director Wolf.

 

            Krause moved, Zblewski supported, CARRIED, to Approve Resolution #2007-17, to Endorse the Connecting Michigan Statewide Trailways Vision & Action Plan.  (7-0, rcv).

 

F.         Motion to Excuse Absent Council Member(s).

 

No action was needed as all Councilmembers were present.

 

VIII.  CITIZEN'S COMMENTS (Persons addressing the City Council shall limit their comments to no more than five (5) minutes.  Proper decorum is required.)

 

Comments were received from Councilmembers Waito andStrander; Mayor Wheaton; City Manager Herman; Beverly Robinson, 510 Washington Street; Howard Swinton, 517 West Chestnut Street; Henry Gamble, 800 Hoaglin Drive and Reverend Fred Alexander, 208 Watson Street.

 

IX.       ADJOURNMENT

 

Krause moved, Branche supported, CARRIED, to adjourn the regular session.  (7-0, rcv).
