CALL TO ORDER
Mayor William M. Wheaton opened the regular session at 7:00 p.m.

Ron Gant (1), Betty Branche (2), Ken Waito (3), Andy Zblewski (4), Cheryl Krause (5), George Strander (6) and Mayor William M. Wheaton.
Administration: Mike Herman, City Manager; Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; Nidia Wolf, Downtown Development Authority Director; John Tracy, Code Enforcement Officer and Chuck and Mark Robison, City Attorneys.

Comments were received from Councilmembers Strander, Gant and Waito and Mayor Wheaton.

VI. CONSENT CALENDAR
A. Approval of Regular Session Minutes – June 18, 2007.
Comments were received from Councilmember Zblewski.
Zblewski moved, Gant supported, CARRIED, to Table Approval of the June 18, 2007 Minutes Pending Distribution to Council of a Complete Copy of Said Minutes. (7-0, rcv).
VII. ITEMS FOR INDIVIDUAL DISCUSSION
A. Request for Approval of Resolution #2007-16, to Construct the Albion River Trail from Hannah Street to Gale Street.
Comments were received from City Manager Herman.
Branche moved, Gant supported, CARRIED, to Approve Resolution #2007-16, to Construct the Albion River Trail from Hannah Street to Gale Street. (7-0, rcv).
B. Discussion/Approval to Purchase a John Deere Gator for Maintenance of the Albion River Trail.
Comments were received from Councilmember Strander, Mayor Wheaton, City Manager Herman and Director of Public Services Markovich.
Waito moved, Zblewski supported, CARRIED, to Approve Purchasing a John Deere Gator for Maintenance of the Albion River Trail. (7-0, rcv).
C. Motion to Excuse Absent Council Member(s).
No action was needed as all Councilmembers were present.
VIII. CITIZEN'S COMMENTS (Persons addressing the City Council shall limit their comments to no more than five (5) minutes. Proper decorum is required.)
Comments were received from Councilmembers Waito andStrander; Mayor Wheaton; City Manager Herman; Downtown Development Authority Director Wolf; Code Enforcement Officer Tracy and James Hull, 301 Perry Street.
IX. EXECUTIVE SESSION
A. The City Manager requests an Executive Session under the Open Meetings Act (Section 15.268 (a), P.A. 267 of 1976, as amended) to consider the dismissal, suspension or disciplining of, or to hear complaints or charges brought against, or to consider a periodic personnel evaluation of, a public officer, employee, staff member or individual agent, if the named person requests a closed hearing.
B. The City Manager requests an Executive Session under the Open Meetings Act (Section 15.268 (c), P.A. 267 of 1976, as amended) for strategy and negotiation sessions connected with negotiation of a collective bargaining agreement when either negotiating party requests a closed hearing.
X. ADJOURNMENT
Gant moved, Krause supported, CARRIED, to adjourn to executive session. (7-0, rcv).
Mayor Wheaton adjourned to executive session at 7:35 p.m.
Zblewski moved, Strander supported, CARRIED, to adjourn the regular session. (7-0, rcv).
Mayor Wheaton adjourned the regular session at 9:11 p.m.
