CALL TO ORDER

 

Mayor William M. Wheaton opened the regular session at 7:00 p.m.

 

MOMENT OF SILENCE WAS OBSERVED

 

ROLL CALL

 

Ron Gant (1), Betty Branche (2), Ken Waito (3), Andy Zblewski (4), Cheryl Krause (5) and Mayor William M. Wheaton.  George Strander (6) was absent.

 

            Administration: Mike Herman, City Manager;  Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; Nidia Wolf, Downtown Development Authority Director; Eric Sanchez, Economic Development Corporation Vice President; John Tracy, Code Enforcement Officer and Chuck Robison, City Attorney.

           

MAYOR AND COUNCILMEMBERS' COMMENTS

 

Comments were received from Councilmembers Gant and Zblewski and Mayor Wheaton.

 

CITIZENS’ COMMENTS (Persons addressing the City Council shall limit their comments to agenda items and to no more than five (5) minutes.  Proper protocol and decorum is required.)

 

No comments were received.

 

 

PUBLIC HEARING – Annual Levy of Property Taxes Street Millage - 2007.

 

Mayor Wheaton opened the Public Hearing at 7:05 p.m.

 

City Manager Herman gave an overview of the Street millage proposed to be levied and the planned usage of funds generated from same.

 

No other comments were received.

 

Mayor Wheaton closed the Public Hearing at 7:06 p.m.

 

VII.   CONSENT CALENDAR

 

A.                 Approval of Regular Session Minutes – May 21, 2007.

B.                  Request for 2nd Reading and Approval of Ordinance #2007-05, to Amend Chapter 30 of the Zoning Ordinance so as to Redefine Bed & Breakfast Inns.

C.                  Request for 2nd Reading and Approval of Ordinance #2007-06, to Amend the Bed & Breakfast Ordinance.

D.                 Request for 2nd Reading & Approval for the Mayor and Clerk to Sign Easement Agreements with AT&T.

 

No comments were received.

 

Waito moved, Branche supported, CARRIED, to Approve the Consent Calendar as Presented.  (6-0, rcv).

 

VIII. ITEMS FOR INDIVIDUAL DISCUSSION

 

A.         Request for Approval of Resolution #2007-14, to Set the 2007 Street Improvement Tax Levy.

 

            Comments were received from Mayor Wheaton and City Manager Herman.

 

            Zblewski moved, Krause supported, CARRIED, to Approve Resolution #2007-14, to Set the 2007 Street Improvement Tax Levy.  (6-0, rcv).

 

B.                  Request for Approval to Close Center Street from Superior to Clinton on July 03, 2007 from 4-9 p.m. for the Red, White & Blue Cruise-In – Nidia Wolf, DDA.

 

Comments were received from Councilmember Zblewski and Downtown Development Authority Director Wolf.

 

Krause moved, Zblewski supported, CARRIED, to Approve Closing Center Street from Superior to Clinton on July 03, 2007 from 4-9 p.m. for the Red, White & Blue Cruise-In.  (6-0, rcv).

 

Request for Approval to Use Barnes Park for a Public Viewing Area for the Fireworks Show on July 03, 2007; Rain Date July 07, 2007 – John Rumler.

 

No comments were received.

 

Krause moved, Zblewski supported, CARRIED, to Approve  Using Barnes Park for a Public Viewing Area for the Fireworks Show on July 03, 2007; Rain Date July 07, 2007.  (6-0, rcv).

 

D.         Request for 1st Reading & Approval of Ordinance #2007-07, to Amend the Michigan Vehicle Code for Abating Abandoned and Inoperable Vehicles.

 

Comments were received from Councilmember Gant, Mayor Wheaton, City Manager Herman and City Attorney Robison.

 

Branche moved, Waito supported, CARRIED, to Approve the 1st Reading of Ordinance #2007-07, to Amend the Michigan Vehicle Code for Abating Abandoned and Inoperable Vehicles.   (6-0, rcv).

 

E.         Faith-Based Initiative (FBI) Request for Town Hall Meeting – Pastor John Sterner.

 

            Comments were received from Mayor Wheaton, City Manager Herman, City Attorney Robison and Pastor John Sterner, 515 East Michigan Avenue.

           

F.         Motion to Excuse Absent Council Member(s).

 

            Branche moved, Krause supported, CARRIED, to Excuse Councilmember Strander.  (6-0, rcv).

Comments were received from Councilmembers Zblewski, Branche, Waito and  Gant; Mayor Wheaton;  City Manager Herman; Director of Public Services Markovich and Robina Quale-Leach, 422 Darrow Street.

Krause moved, Branche supported, CARRIED, to adjourn the regular session.  (6-0, rcv).
