City Council Meeting

May 7, 2007

 

I.          CALL TO ORDER

 

            Mayor William M. Wheaton opened the regular session at 7:00 p.m.

 

II.          MOMENT OF SILENCE WAS OBSERVED

 

III.         ROLL CALL

 

Ron Gant (1), Betty Branche (2), Ken Waito (3), Andy Zblewski (4), Cheryl Krause (5), George Strander (6) and Mayor William M. Wheaton

 

Administration:  Mike Herman, City Manager; Kevin Markovich, Director of Public Services; Sandee MacGeorge, HR Coordinator & Administrative Assistant; Eric Miller, Chief of Public Safety; Nidia Wolf, DDA Director; Chuck Robison, City Attorney

 

IV.        MAYOR AND COUNCILMEMBERS’ COMMENTS

 

Comments were received from Councilmember Gant and Krause and Mayor Wheaton.

 

V.        CITIZEN’S COMMENTS (Persons addressing the City Council shall limit their comments to agenda items and to no more than five (5) minutes.  Proper protocol and decorum is required.)

 

Comments were received from Nidia Wolf, 409 Irwin Avenue.

 

VI.        PUBLIC HEARING – Recently completed Wastewater Treatment Plant Digester Project

 

Mayor Wheaton opened the public hearing at 7:10 p.m. 

 

City Manager Herman provided an overview of the project.  Councilmember Strander inquired about the production of the new digester.  Director of Public Services, Kevin Markovich, responded that gas production was better than anticipated.  Savings was about $9,000 in energy costs.  Councilmember Gant inquired about selling gas.  Mr. Markovich responded that there was not enough gas production to allow for sale of the gas. 

 

Mayor Wheaton closed the public hearing at 7:14 p.m.

 

 

VII.       CONSENT CALENDAR

 

            A.        Approval of Regular Session Minutes – April 16, 2007

 

Correction – V. Presentation; 1. Alcohol Awareness Month.  Should read Albion Public Safety Officer Eric Krause, instead of Tim Krause.

           

B.        Approval of Albion & Marshall City Council’s Joint Study Session – April 30, 2007

Correction – B. Roll Call, Administration – Should read Albion Public Safety Officer, Tim Stanley instead of Gerald MacQueen, Albion Public Safety Lieutenant.

 

Branche moved, Gant supported, CARRIED, to approve the Consent Calendar with the above noted corrections.  (7-0, rcv)

 

VIII.      ITEMS FOR INDIVIDUAL DISCUSSION

 

A.        Request for 1st Reading & Approval of Ordinance #2007-01, to Amend the Curb Cut Ordinance

 

Krause moved, Waito supported, CARRIED, to approve the first reading of Ordinance #2007-01, to amend the curb cut ordinance as presented.  (7-0, rcv)

 

B.        Request for 1st Reading & Approval of Ordinance #2007-02, to Amend the Parking Provisions of the Code

 

Strander moved, Krause supported, CARRIED, to approve the first reading of Ordinance #2007-02, to Amend the parking provisions of the code as presented.  (7-0, rcv)

 

            C.        Discussion of Millennium Video Service Local Franchise “Uniform

                        Agreement” Application

 

Questions and/or comments were received from City Manager, Mike Herman, Councilmember Strander and City Attorney, Chuck Robison.  No action was required.

 

            D.        Request for Approval of Purchase of 2 Riding Lawn Mowers – 60” Cut,

                        $9,199; 72: Cut, $11,195

 

Gant moved, Zblewski supported, CARRIED, to approve the purchase of a 60 inch cut and 72 inch cut riding lawn mower.  (7-0, rcv)

 

            E.        Request for approval of Resolution #2007-10 to Increase Flat Rate Sewer

                        Charges

 

Waito moved, Branche supported, CARRIED, to approve Resolution #2007-10 to increase flat rate sewer charges.  (6-1, Gant dissenting, rcv)

 

            F.         Motion to Excuse Absent Council Member(s)

 

No action was needed as all Councilmembers were present.

Comments were received from Jim Hull, 301 Perry Street, Mike Bearman, 1106 29 Mile Road, Rosa Heath, 415 Perry Street.

Krause moved, Branche supported, CARRIED, to adjourn the regular session.  (7-0, rcv)
