CALL TO ORDER

Mayor William M. Wheaton opened the regular session at 7:00 p.m.

MOMENT OF SILENCE WAS OBSERVED

ROLL CALL

Ron Gant (1), Betty Branche (2),  Andy Zblewski (4), Cheryl Krause (5), George Strander (6) and Mayor William M. Wheaton.  Ken Waito (3) was absent.

            Administration: Mike Herman, City Manager;  Kerry Helmick, Finance Director/City Clerk/City Treasurer; Eric Miller, Chief of Public Safety; and Mark Robison, City Attorney.

MAYOR AND COUNCILMEMBERS' COMMENTS

Comments were received from Councilmember Gant and Mayor Wheaton.

CITIZENS’ COMMENTS (Persons addressing the City Council shall limit their comments to agenda items and to no more than five (5) minutes.  Proper protocol and decorum is required.)

CONSENT CALENDAR

A.                 Approval of Regular Session Minutes – February 20, 2007.

No comments were received.

Krause moved, Branche supported, CARRIED, to Approve the Consent Calendar as Presented.  (6-0, rcv).

ITEMS FOR INDIVIDUAL DISCUSSION

A.         Board & Commission Appointments.

·         Downtown Development Authority – Susan Blake, term to expire 12/31/2009.

No comments were received.

Gant moved, Zblewski supported, CARRIED, to Approve the Board & Commission Appointments as Presented.  (6-0, rcv).

B.         Request for Approval of Resolution #2007-08, to Construct the Albion River Trail from Hannah Street to Gale Street.

Comments were received from Councilmember Zblewski, Mayor Wheaton and City Manager Herman.

Branche moved, Krause supported, CARRIED, to Approve Resolution #2007-08, to Construct the Albion River Trail from Hannah Street to Gale Street.  (6-0, rcv).

Request for Approval to Contract with Gordon Martin Builder, Inc. for Renovation of the City Hall Computer Room at a Cost of $7,833.00 and the Installation of Air Conditioning by Budd’s Contracting at a Cost of $4,550.00

Comments were received from Councilmembers Strander and Zblewski and City Manager Herman.

Gant moved, Zblewski supported, CARRIED, to Approve the Contract with Gordon Martin Builder, Inc. for Renovation of the City Hall Computer Room at a Cost of $7,833.00 and the Installation of Air Conditioning by Budd’s Contracting at a Cost of $4,550.00  (6-0, rcv).

Request for Approval of Resolution #2007-09, to Approve Purchase of Service Credit by Steven Williamson of 3 Years and 3 Months at a Cost of $17,996 to be Paid by Steven Williamson.

Per Mayor Wheaton, Mr. Williamson requested this item be removed from the agenda at this time.

Motion to Excuse Absent Council Member(s).

Strander moved, Krause supported, CARRIED, to Excuse Councilmember Waito.  (6-0, rcv).

Comments were received from Mayor Wheaton, City Manager Herman, Reverend Fred Alexander Jr., 208 Watson Street and Reverend Ernest Harris Sr., 516 Mechanic Street.

IX.    EXECUTIVE SESSION

         The City Manager requests an Executive Session under the Open Meetings Act (Section 15.268 (c), P.A. 267 of 1976, as amended) for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement when either negotiating party requests a closed hearing.

         Krause moved, Gant supported, CARRIED, to Adjourn to Executive Session.  (6-0, rcv).

         Mayor Wheaton adjourned to Executive Session at 7:20 p.m.

Krause moved, Branche supported, CARRIED, to adjourn the regular session.  (6-0, rcv).

Mayor Wheaton adjourned the regular session at 8:32 p.m.
