CALL TO ORDER

 

Mayor William M. Wheaton opened the regular session at 7:00 p.m.

 

MOMENT OF SILENCE WAS OBSERVED

Ron Gant (1), Betty Branche (2), Ken Waito (3), Andy Zblewski (4), Cheryl Krause (5), George Strander (6) and Mayor William M. Wheaton.

 

            Administration: Mike Herman, City Manager;  Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; Eric Miller, Chief of Public Safety; Nidia Wolf, Downtown Development Authority Director and Chuck Robison, City Attorney.

Comments were received from Councilmembers Gant, Branche and Waito and Mayor Wheaton.

Comments were received from Councilmembers Gant and Strander, Mayor Wheaton and Richard Medina, 107 West Pine Street.

 

CONSENT CALENDAR

 

A.                 Approval of Regular Session Minutes – December 18, 2006.

 

No comments were received.

 

Waito moved, Krause supported, CARRIED, to Approve the Consent Calendar as Presented.  (7-0, rcv).

 

ITEMS FOR INDIVIDUAL DISCUSSION

 

A.         Request for Approval for the Greater Albion Chamber of Commerce to Hold the Annual Cardboard Classic Sled Race at the Victory Park Sledding Hill on Sunday, January 28, 2007.

 

Comments were received from Councilmember Zblewski, Mayor Wheaton and City Manager Herman.

 

Branche moved, Zblewski supported, CARRIED, to Approve the Greater Albion Chamber of Commerce Holding the Annual Cardboard Classic Sled Race at the Victory Park Sledding Hill on Sunday, January 28, 2007.  (7-0,rcv).

 

B.         Request for Approval of “Fraud Policy” for the City of Albion.

 

Comments were received from Councilmember Zblewski and City Manager Herman.

 

Waito moved, Krause supported, CARRIED, to Approve the “Fraud Policy” for the City of Albion.  (7-0, rcv).

 

Request for Approval of Resolution #2007-01, to Transfer the Liquor License for Paradise Inn, Inc.

 

Comments were received from Councilmember Waito and City Manager Herman.

 

Zblewski moved, Waito supported, CARRIED, to Approve Resolution #2007-01, to Transfer the Liquor License for Paradise Inn, Inc.  (7-0,rcv).

 

Request for Approval of “Employee Military Leave Advance Notice Policy” for the City of Albion.

 

Comments were received from Councilmembers Gant, Krause, Strander, Waito and Branche, City Manager Herman and Director of Public Services Markovich.

 

Strander moved, Waito supported, CARRIED, to Approve the “Employee Military Leave Advance Notice Policy” for the City of Albion.  (6-1, rcv, Gant dissenting).

 

Motion to Excuse Absent Council Member(s).

 

No action was needed as all Councilmembers were present.

Comments were received from Councilmembers Gant, Krause and Waito; Director of Public Services Markovich; Rosa Heath, 415 Perry Street; Reverend Ernest Harris, 516 Mechanic Street and Richard Fuentes, 901 East North Street.

 

EXECUTIVE SESSION

 

The City Manager requests an Executive Session under the Open Meetings Act (Section 15.268 (c), P.A. 267 of 1976, as amended) for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement when either negotiating party requests a closed hearing.

 

Krause moved, Branche supported, CARRIED, to adjourn to executive session.  (7-0, rcv).

 

Mayor Wheaton adjourned to executive session at 8:07 p.m.
