1. CALL TO ORDER
Mayor William Wheaton opened the Regular Session at 7:00 p.m.

Ron Gant (1), Robert Thomas (2), Ken Waito (3), Andrew Zblewski (4), Sue Klepper (6), Mayor William Wheaton. Absent Arthur Davis (5) excused. Administration: Michael Herman, City Manager; E. Jo King, Finance Director/Treasurer/Clerk; Doris Borthwick, City Assessor.
Staff: Kathy Woods, Deputy Clerk; Anne Earle, Senior Staff Appraiser; Kevin Markovich, Director of Public Services; Mike Hindenach, Assistant Director of Economic Development Corp.

Comments were received from Council Members Zblewski, Thomas, Gant, Mayor Wheaton, and Director of Public Services Kevin Markovich.
5. PRESENTATION
a. Proclamation Rental Property Owners Association of Albion area
Mayor Wheaton presented a proclamation to the Rental Property Owners Association of Albion area for their 18th Anniversary. Charles Cornell represented the Association.
b. Presentation Honorary Citizenship Certificates to Noisy-le-Roi Students
Mayor Wheaton and Vera Wenzel, of Albion College, presented Honorary Albion Citizen awards to the Noisy-le-Roi students and their three chaperon teachers.
Doris Borthwich, City Assessor, gave a presentation on the March Board of Review figures.

Thomas moved, Zblewski supported, CARRIED, to Approve the Consent Calendar. (6-0 rcv)
Gant moved, Klepper supported, CARRIED, to amend the agenda to add two items for individual discussion. (6-0 rcv)
8. ITEMS FOR INDIVIDUAL DISCUSSION
a. Approval of Resolution #2002-8, Water & Sewer Rate Increase.
Comments were received from City Manager Herman.
Zblewski moved to Table, Thomas supported, motion failed with a tie vote (3-3 rcv, with Waito, Klepper and Mayor Wheaton dissenting)
Thomas moved, Gant supported, CARRIED, to table until the May 6th council meeting when all council members would be present. (6-0 rcv)
b. Approval of 1st Reading of Resolution #2002-11 to Award Bid for Purchase of City Real Estate to John Francisco, 704 W. Erie Street
Thomas moved, Gant supported, CARRIED, to approve the 1st Reading of Resolution #2002-11, to Award Bid for Purchase of City Real Estate to John Francisco, 704 W. Erie Street. (6-0 rcv)
c. Approval of 1st Reading of Resolution #2002-12 to Award Bid for Purchase of City Real Estate to Matt Hall, 1307 Hoaglin Drive
Gant moved, Klepper supported, CARRIED, to approve the 1st Reading of Resolution #2002-12 to Award Bid for Purchase of City Real Estate to Matt Hall, 1307 Hoaglin Drive
d. Discussion regarding two properties that citizens are interested in purchasing, 208 S. Ann Street and 405 Lincoln Street, City Real Estate.
Comments were received from Council Member Thomas, City Manager Herman, and Pastor Bradford Hall, interested in property 208 S. Ann Street.
Thomas moved, Klepper supported, CARRIED, to further discuss the sale of properties with the City Attorney Robison and City Manager Herman. (6-0 rcv)
e. Approval of Ordinance 2002-2 for Post Retirement Pension Adjustments
Comments were received from Jan Lazar, Pension Consultant, regarding the two Ordinances, 2002-2 and 2002-3.
Thomas moved, Waito supported, CARRIED, to approve Ordinance 2002-2 for Post Retirement Pension Adjustments. (6-0 rcv)
