CITY COUNCIL REGULAR SESSION MINUTES

March 4, 2002

 

1. CALL TO ORDER

      Mayor William Wheaton opened the Regular Session at 7:00 p.m.

2. MOMENT OF SILENCE WAS OBSERVED

3. ROLL CALL (Precinct in Parentheses)

Ron Gant (1), Robert Thomas (2), Ken Waito (3), Andrew Zblewski (4), Arthur Davis (5) arrived at 7:02, Sue Klepper (6), Mayor William Wheaton.

Administration: Michael Herman, City Manager; Charles Robison, City Attorney; Mark Robison, City Attorney; Doris Borthwick, City Assessor.

Staff: Kathy Woods, Deputy Clerk; Anne Earle, Senior Staff Appraiser; L. J. McKeown, Director of Public Safety, Kevin Markovich, Director of Public Services.

4. MAYOR AND COUNCILMEMBERS COMMENTS OR REPORTS - None

5. PRESENTATION

  a.  Proclamation – Therese Hesslau, Girl Scouts

  Presented to Girl Scouts, represented by Therese Hesslau, recognizing the week of 03-10-02              as Girl Scout week, and their 90th Anniversary.

6. CITIZENS COMMENTS (Persons addressing the City Council shall limit their comments to agenda         items and to no more than five (5) minutes. Proper protocol and decorum is required.) - None

7. CONSENT CALENDAR

        a.   Approval of Regular Session Minutes – February 19, 2002.

        b.   Approval of Work Session Minutes – February 26, 2002.

c.  Request Approval for Knights of Columbus to Hold Annual Statewide Tootsie Roll Drive             March 22, 23, and 24, 2002.

Klepper moved, Thomas supported, CARRIED, to Approve the Consent Calendar. (7-0 rcv)

8.  ITEMS FOR INDIVIDUAL DISCUSSION

          a.  Request Approval To Advertise City-owned Vacant Land for Sale.

Davis moved, Klepper supported, CARRIED, to Approve Advertising City-owned Vacant Land for Sale with any exception other than building to clearly be noted on the bid. (7-0 rcv)

  b. Request Approval of Water Systems Maintenance Agreement with Starr Commonwealth.

      Discussion only, NO ACTION TAKEN.

  c. Discussion of Request to Vacate E. Porter Street from Hannah Street West to Huron Street

               Discussion only, NO ACTION TAKEN.

          d. Discussion of Study Session for Other City Issues.

It was the consensus of the council that they would have a study session on 3-18-02, after the regular session, to discuss water and sewer rate increases and a study session on 04-08-02 to discuss economic development issues.

9. CITIZEN’S COMMENTS (Persons addressing the City Council shall limit their comments to no more       than five (5) minutes. Proper decorum is required.) - None

10.EXECUTIVE SESSION

        a.   The City Manager requests an Executive Session under the Open Meetings Act (Section                 15.268(d), P.A. 267 of 1976 as amended) to consider the purchase or lease of real property up                  to the time an option to purchase or lease that real property is obtained.

Thomas moved, Zblewski supported, CARRIED, to adjourn to Executive Session. (7-0 rcv)

Mayor Wheaton adjourned to Executive Session at 7:44 p.m.

Mayor Wheaton Reconvened the Regular Session at 9:24 p.m.

11. ADJOURNMENT

Zblewski moved, Waito supported, CARRIED, to Adjourn (7-0 rcv)

Mayor Wheaton adjourned the regular session at 9:25 p.m.
