CITY COUNCIL REGULAR SESSION MINUTES

February 19, 2002

 

1. CALL TO ORDER

      Mayor William Wheaton opened the Regular Session at 7:00 p.m.

2. MOMENT OF SILENCE WAS OBSERVED

3. ROLL CALL (Precinct in Parentheses)

Ron Gant (1), Robert Thomas (2), Ken Waito (3), Andrew Zblewski (4), Arthur Davis (5), Sue Klepper (6), Mayor William Wheaton.

Administration: Michael Herman, City Manager; Charles Robison, City Attorney; Mark Robison, City Attorney; Doris Borthwick, City Assessor.

Staff: Midge Jacob, Deputy Clerk/Payroll Clerk; Anne Earle, Senior Staff Appraiser; L. J. McKeown, Director of Public Safety, Kevin Markovich, Director of Public Utilities; Michael Hindenach, Assistant Director Economic Development Corporation.

4. MAYOR AND COUNCILMEMBERS COMMENTS OR REPORTS

Comments were received from Council Members Zblewski, Klepper, Thomas and Mayor Wheaton.

5. PRESENTATION

        a.   3rd Annual Martin Luther King, Jr. Essay Contest Readings.

      Following an introduction by Mayor Wheaton the winners of the Martin Luther King Jr. Essay Contest read their essays and were awarded gifts. The winners were Haley Snyder, Open School; Kaisey Worden, Caldwell Elementary School; Helen Habicht, St. John School; Alexandrea Hurt, Crowell Elementary School and Khari Dickey, Harrington Elementary School.

        b.   Sister City Program – Marjorie Ulbrich & Vera Wenzel

Marjorie Ulbrich, Sister City Committee Chairperson and Vera Wenzel, Sister City Committee Vice-Chairperson presented a book of Condolences from our sister City Noisy-Le-Roi for the September 11, 2001 attack on the World Trade Center.

Comments were received from David Leffew – 216 Miller Drive, Charles Cornell – 26623 E. Drive North, Susan Zerbe, Penny Morgan and Sharon Harris, former employees of Trillium Hospital, Russell Camp – 2701 Calhoun Rd., James Hull – 301 Perry Street, the Council Members and the Mayor.

7. CONSENT CALENDAR

        a.  Approval of Regular Session Minutes – February 4, 2002.

        b.  Approval of Work Session Minutes – February 4, 2002.

c.  2nd Reading and Approval of Discharge of Mortgage Darrel Chris Farmer –510 Fitch Street.

Thomas moved, Gant and Klepper supported, CARRIED, to Approve the Consent Calendar. (7-0 rcv)

8. ITEMS FOR INDIVIDUAL DISCUSSION

          a.   Request for Approval of Resolution #2002-08, Water & Sewer Rate Increase

      Klepper moved, Waito supported, to Approve Resolution #2002-08, Water & Sewer Rate Increase.

      Klepper moved, Thomas supported, CARRIED, to table item 8a until after the Council has a work session to discuss the Water & Sewer Rate Increase. (7-0 rcv)

         b.   Request for Approval of Agreement with Wightman Environmental, Inc. for Consulting Services                  for the Wellhead Protection Program. - $21,450.

Thomas moved, Davis supported, CARRIED, to Approve Agreement with Wightman       Environmental, Inc. for Consulting Services for the Wellhead Protection Program - $21,450. (7-0 rcv)

  c.   Discussion of Providing Option for Disposal of Used Tires as Part of Spring-Clean Up.

                Discussion only, NO ACTION TAKEN.

   d.  Request for Approval for Labor/Personnel Committee to Develop a Draft Ordinance              Defining Procedures for Making Any Retiree Adjustments to the Act 345 Pension Plan.

Davis moved, Zblewski supported, CARRIED, to Approve Labor/Personnel Committee to Develop a Draft Ordinance Defining Procedures for Making Any Retiree Adjustments to the Act 345 Pension Plan. (7-0 rcv)

         e.  Discussion State Law on Reapportionment of Precincts.

Gant moved, Thomas supported, FAILED, to Rescind the Precinct Re-Apportionment             Approved by the Council on January 22, 2002. (3-4 rcv Gant, Thomas and Davis Approving)

         f.   Discussion of E-Mail from Council Member Davis Regarding Issues Facing the City.

Council set a meeting date of February 26, 2002 for the first work session to discuss Trillium   Hospital Issues.

9. CITIZEN’S COMMENTS (Persons addressing the City Council shall limit their comments to no more than         five (5) minutes. Proper decorum is required.)

Comments were received from Charles Cornell – 26623 E. Drive North, Council Member Thomas and Mayor Wheaton.

             Council Member Gant left the Council Chambers at 10:30 p.m.

Thomas moved, Klepper supported, CARRIED, to adjourn. (6-0 rcv)

Mayor Wheaton adjourned the regular session at 10:48 p.m.
