CITY COUNCIL REGULAR SESSION MINUTES

January 7, 2002

 

1. CALL TO ORDER

Mayor William Wheaton opened the Regular Session at 7:00 p.m.

2. MOMENT OF SILENCE WAS OBSERVED

3. ROLL CALL (Precinct in Parentheses)

Ron Gant (1), Robert Thomas (2), Ken Waito (3), Andrew Zblewski (4), Arthur Davis (5) arrived at 7:04; Mayor William Wheaton. Absent: Sue Klepper (6) Excused.

Administration: Michael Herman, City Manager; E. Jo King, Finance Director/Treasurer/Clerk; Chuck Robison, City Attorney; Mark Robison, City Attorney; Doris Borthwick, City Assessor.

Staff: Midge Jacob, Deputy Clerk/Payroll Clerk; Mike Hindenach, Assistant Economic Development Director; Anne Earle, Senior Staff Appraiser; L. J. McKeown, Director of Public Safety, Kevin Markovich, Director of Public Utilities.

Comments were received from Council Members Waito, Zblewski, Gant and Mayor Wheaton.

6. CONSENT CALENDAR

    1. Approval of Regular Session Minutes – December 17, 2001.
    2. Approval of Work Session Minutes – December 17, 2001.
    3. Approval of City Council Regular Session Meeting Dates for 2002.

Waito moved, Thomas supported, CARRIED, to Approve the Consent Calendar. (6-0 rcv)

7. ITEMS FOR INDIVIDUAL DISCUSSION

          a. Request for Approval of Award of Bid for Sale of Used Vehicle, $421.00

Thomas moved, Zblewski supported, CARRIED, to Award of Bid for Sale of Used Vehicle for $421.00 to Duane Siefert. (6-0 rcv)

           b. Request for Approval of Award of Bids for Chemicals:

      Liquid Chloride – Alexander Chemical - $17.20/CWT, $1,740

      Sulfur Dioxide – Alexander Chemical - $49.20/CWT, $2,214

      Hydrofluosilicic Acid – Alexander Chemical - $13.50/CWT, $4,050

      Ferric Chloride – Eaglebrook, Inc. - $275/ton, $11,000

      Sodium Hypochlorite – Elhorn Engineering, Inc. - $1.10/gallon, $8.800

      Gant moved, Thomas supported, CARRIED, to Approve Award of Bids for Chemicals as noted above. (6-0 rcv)

      c. Request to Approve Resolution #2002-03, to Approve MacQueen and Sons Landscaping as             a City Vendor.

      Gant moved, Zblewski supported, CARRIED, to Approve Resolution #2002-03, to Approve MacQueen and Sons Landscaping as a City Vendor. (6-0 rcv)

             d.   Request to Approve Resolution #2002-02, to Approve Waito Plumbing and Heating, Inc. as a City                     Vendor.

      Zblewski moved, MOTION DIED FOR LACK OF SUPPORT, to Approve Resolution #2002-02, to approve Waito Plumbing and Heating, Inc. as a City Vendor.

      e.  Request to Approve Resolution #2002-01, to Approve Traffic Signal Operation & Maintenance Contracts with MDOT.

      Thomas moved, Gant supported, CARRIED, to Approve Resolution #2002-01, to Approve Traffic Signal Operation & Maintenance Contracts with MDOT. (6-0 rcv)

      f.  Request to Accept MCACA Grant for Kids N Stuff Museum.

Thomas moved, Zblewski supported, CARRIED, to Accept MCACA Grant for Kids N Stuff Museum. (6-0 rcv)

Mayor Wheaton adjourned the regular session at 7:40 p.m.
