City Council Meeting

August 17, 2009

CALL TO ORDER

Mayor Joseph Domingo opened the regular session at 7:00 p.m.

MOMENT OF SILENCE WAS OBSERVED

ROLL CALL

Ron Gant (1), Betty Branche (2),  Thorland Bradley (3), Andy Zblewski (4), Cheryl Krause (5), George Strander (6) and Mayor Joseph Domingo.

            Administration: Mike Herman, City Manager;  Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; Eric Miller, Chief of Public Safety; John Tracy, Code Enforcement Officer and Chuck Robison, City Attorney.

            Albion District Library Director Colleen Verge was also present.

MAYOR AND COUNCIL MEMBERS' COMMENTS

Comments were received from Council Members Gant, Branche and Bradley and Mayor Domingo.  City Manager Herman spoke at Council request regarding the Council packet preparation schedule.

VI.       CONSENT CALENDAR

A.                 Approval of Regular Session Minutes – July 20, 2009.

Comments were received from Council Members Zblewski and Gant, Mayor Domingo, City Manager Herman and City Attorney Robison.

Gant moved, Bradley supported, CARRIED, to Approve the Regular Session Minutes – July 20, 2009.  (6-1, rcv, Domingo dissenting).

B.                  Request for 2^nd Reading and Approval of Ordinance #2009-03, to Amend Zoning Ordinance Dealing with Definitions, Parking, Height Regulation and Wind Energy Regulation.

No comments were received.

Strander moved, Zblewski supported, CARRIED, to Approve the 2^nd Reading and Approval of Ordinance #2009-03, to Amend Zoning Ordinance Dealing with Definitions, Parking, Height Regulation and Wind Energy Regulation.  (7-0, rcv).

VII.     ITEMS FOR INDIVIDUAL DISCUSSION

            A.         Recess Meeting for Council to Tour City Hall Basement.

                        Mayor Domingo recessed the Council Meeting at 7:07 p.m.

                        Mayor Domingo re-convened the Council Meeting at 7:23 p.m.

B.                  Discussion/Questions about 2010 Budget Calendar.

Comments were received from Mayor Domingo and City Manager Herman.

C.                  Request for Approval to Purchase Equipment for the Public Access Channel at the Albion District Library – AVI Systems - $ 9,643.00.

Comments were received from Council Member Strander, Mayor Domingo, City Manager Herman and Albion District Library Director Verge.

Strander moved, Branche supported, CARRIED, to Approve Purchasing Equipment for the Public Access Channel at the Albion District Library – AVI Systems - $ 9,643.00.  (7-0, rcv).

D.         Discussion of Albion College Debit Card and Other Credit Card Payment Options.

            Comments were received from Council Members Strander, Gant, Bradley, Zblewski and Branche, Mayor Domingo, City Manager Herman, Chief of Public Safety Miller and Tom Pitt, Albion College Business Office representative.

E.         Request for Approval of Award of City Hall Drainage Improvement Bid to Bailey Excavating - $ 44,371.50.

            Comments were received from Council Members Bradley, Krause and Strander, Mayor Domingo and City Manager Herman.

            Zblewski moved, Gant supported, CARRIED, to Approve Awarding the City Hall Drainage Improvement Bid to Bailey Excavating - $ 44,371.50 .  (7-0, rcv).

F.         Request for Approval of Acceptance Assistance Grant for Technology and the Proposed Use of the Grant Funding - $ 41,542.00.

            Comments were received from Council Members Bradley, Zblewski, Branche, Gant, Strander and Krause, Mayor Domingo, City Manager Herman and Chief of Public Safety Miller.

            Strander moved, Krause supported, to Approve Acceptance of the Assistance Grant for Technology and the Proposed Use of the Grant Funding - $ 41,542.00.

            Bradley moved, Branche supported, CARRIED, to Table Acceptance of the Assistance Grant for Technology and the Proposed Use of the Grant Funding - $ 41,542.00 until the September 08^th, 2009 Council Meeting.  (7-0, rcv).

G.         Motion to Excuse Absent Council Member(s).

No action was necessary as all Council Members were present.

Comments were received from Council Member Zblewski; Mayor Domingo; City Manager Herman; Director of Public Services Markovich; Pastor Bradford Hall, 206 Watson Street; Norman Pittelkow, 111 Norwood Street; Gloria Lopez, 411 North Clinton Street and James Noble, New Hope Church.

IX.       ADJOURNMENT

            Krause moved, Branche supported, CARRIED, to adjourn the Regular Session.

            Mayor Domingo adjourned the Regular Session at 8:58 p.m.
