I. Call To Order
Mayor Joe Domingo opened the Regular Session at 6:59 p.m.
II. A Moment of Silence was observed.
III. Roll Call
Ron Gant (1); Betty Branche (2); Thorland Bradley (3); Andy Zblewski (4); Cheryl Krause (5); George Strander (6); Mayor Joseph Domingo.
Administration: Mike Herman, City Manager; Chuck Robison, City Attorney; Kevin Markovich, Director of Public Services; Eric Miller, Chief of Public Safety; Sandee MacGeorge, HR Coordinator/Administrative Assistant.
IV. Mayor and Council Members’ Comments
Comments were received from Council Members Gant and Strander and Mayor Domingo.
A. Proclamation – Petunia, Albion’s Official Flower – Juanita Solis-Kidder
Mayor Domingo presented the proclamation to Ms. Solis-Kidder and the Citizens to Beautify Albion. Comments were received from Ms. Solis-Kidder.
V. Citizen’s Comments (Persons addressing the City Council shall limit their comments to agenda items and to no more than five (5) minutes. Proper protocol and decorum is required.)
No citizen comments were received.
VI. Consent Calendar
A. Approval of Regular Session Minutes – April 20, 2009
Bradley moved, Krause supported, CARRIED, to approve the April 20, 2009 minutes as presented. (7-0 rcv)
B. Request for 2nd Reading and Approval to Transfer Ownership of Maple Grove Apartments to the Albion Building Authority.
Strander moved, Zblewski supported, CARRIED, to approve the transfer of ownership of Maple Grove Apartments to the Albion Building Authority. (7-0 rcv)
VII. Items for Individual Discussion
A. Request for Approval of Mechanical Amusement Device License for Davon’s (Diversified Meal Services, Inc.)
Zblewski moved, Gant supported, CARRIED, to approve the mechanical amusement device license for Davon’s. (7-0 rcv)
B. Discussion – Pastor David Trammel, Christ Apostolic Church
Pastor David Trammel of Christ Apostolic Church, 503 N. Superior Street, asked for either an easement of the church’s sign that had been erected on City property without following the proper permit process or an election to allow the citizens to decide if the church sign should remain in its present location.
Gant moved, Branche supported, CARRIED, that the City Attorney work with staff to draft some language and an agreement to bring back to Council at its May 18, 2009 meeting for discussion, with the Council’s original decision of April 20, 2009 to remove the sign to be placed on hold until then. (5-2 rcv; Nay votes – Council Members Zblewski and Strander)
C. Request for Approval to Set Public Hearing on Annual Levy of Property Taxes for May 18, 2009
Krause moved, Bradley supported, CARRIED, to approve a public hearing on the annual levy of property taxes for May 18, 2009. (7-0 rcv)
D. Request for Approval to Set Council Study Session for Thursday, May 14, 2009
Comments were received from City Manager, Mike Herman.
Branche moved, Zblewski supported, CARRIED, to set a Council Study Session for Thursday May 14, 2009. (7-0 rcv)
E. Request for Approval to Set Annual Council Retreat for August 5 & 6, 2009
Comments were received from City Manager, Mike Herman, Council Member Gant and Mayor Domingo.
Krause moved, Branche supported, CARRIED, to set the annual Council retreat for August 5 & 6, 2009. (7-0 rcv)
F. Motion to Excuse Absent Council Member(s)
There were no absent Council Members to excuse.
