CALL TO ORDER

 

Mayor Joseph Domingo opened the regular session at 7:00 p.m.

 

MOMENT OF SILENCE WAS OBSERVED

 

ROLL CALL

 

Ron Gant (1), Betty Branche (2), Thorland Bradley (3), Andy Zblewski (4), Cheryl Krause (5), George Strander (6) and Mayor Joseph Domingo.

 

            Administration: Mike Herman, City Manager;  Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; Eric Miller, Chief of Public Safety; John Tracy, Code Enforcement Officer; James Hull, Albion City Water Department and Chuck Robison, City Attorney.

           

MAYOR AND COUNCIL MEMBERS' COMMENTS

 

Comments were received from Council Member Strander and Mayor Domingo.

 

A.         Proclamation – Equal Pay Day – Barbara Frederick.

 

Mayor Domingo read the Proclamation and presented same to Ms. Frederick.  Comments were received from Ms. Frederick.

 

V.         CITIZENS’ COMMENTS (Persons addressing the City Council shall limit their comments to agenda items and to no more than five (5) minutes.  Proper protocol and decorum is required.)

VI.       CONSENT CALENDAR

 

A.                 Approval of Regular Session Minutes – April 06, 2009.

 

No comments were received.

 

Gant moved, Zblewski supported, CARRIED, to Approve the Consent Calendar as Presented.  (7-0, rcv).

 

VII.     ITEMS FOR INDIVIDUAL DISCUSSION

 

            A.         Request for Approval for the Women’s Auxiliary of the Fraternal Order of the Eagles to Add a Dedication Ceremony at the End of the Memorial Day Ceremony to Honor Gwen Dew.

                       

                        No comments were received.

 

                        Gant moved, Krause supported, CARRIED, to Approve the Women’s Auxiliary of the Fraternal Order of the Eagles to Adding a Dedication Ceremony at the End of the Memorial Day Ceremony to Honor Gwen Dew.  (7-0, rcv).

                       

B.                  Request for Approval of Resolution #2009-14, to Certify that the Friends of the Mary Sheldon Ismon House is a Non-Profit Organization Operating in the Community for the Purpose of Obtaining Charitable Gaming Licenses.

 

Comments were received from Council Member Zblewski and City Manager Herman.

 

Branche moved, Krause supported, CARRIED, to Approve Resolution #2009-14, to Certify that the Friends of the Mary Sheldon Ismon House is a Non-Profit Organization Operating in the Community for the Purpose of Obtaining Charitable Gaming Licenses.   (7-0, rcv).

 

C.                  Request from Albion College to Close Perry Street at Hannah Street, Ingham Street at Michigan Avenue, Cass Street at Oswego Street and Cass Street at Hannah Street on May 09, 2009 from 8:00 a.m. – 11:15 a.m. for Graduation.

 

No comments were received.

 

Strander moved, Krause supported, CARRIED, to Approve Albion College’s Request to Close Perry Street at Hannah Street, Ingham Street at Michigan Avenue, Cass Street at Oswego Street and Cass Street at Hannah Street on May 09, 2009 from 8:00 a.m. – 11:15 a.m. for Graduation.  (7-0, rcv).

 

D.         Discussion of Apostolic Church Sign and Possible Easement.

 

            Comments were received from Council Members Bradley, Zblewski, Gant, Strander, Krause and Branche; Mayor Domingo; City Manager Herman; Director of Public Services Markovich; City Attorney Robison and Robina Quale-Leach, 422 Darrow Street.

 

            Strander moved, Bradley supported, CARRIED, to Require the Apostolic Church Move their Sign out of Violation with City Laws, Ordinances and/or Requirements.  (6-1, rcv, Gant dissenting).

 

E.         Discussion and Set Date for Council Study Session.

 

            Comments were received from City Manager Herman.

 

            Council consensus was reached to schedule a Study Session for Monday, April 27th, 2009 at 7:00 p.m. in the Council Chambers.

 

F.         Request for Approval of Resolution #2009-15, to Approve Contract of Lease with the Albion Building Authority for Improvement Bonds for Maple Grave Apartments.

 

            Comments were received from Council Members Zblewski, Bradley and Strander; Mayor Domingo; City Manager Herman; Director of Public Services Markovich, City Attorney Robison and James Hull, 301 Perry Street.

 

            Zblewski moved, Branche supported, CARRIED, to Approve Resolution #2009-15, to Approve Contract of Lease with the Albion Building Authority for Improvement Bonds for Maple Grave Apartments.  (5-2, rcv, Bradley and Domingo dissenting).

 

G.         Request for 1st Reading and Approval of Resolution #2009-16, to Transfer Ownership of Maple Grove Apartments to the Albion Building Authority for the Life of the Bonds.

 

            Comments were received from Council Member Zblewski and City Manager Herman.

 

            Strander moved, Krause supported, CARRIED, to Approve the 1st Reading of Resolution #2009-16, to Transfer Ownership of Maple Grove Apartments to the Albion Building Authority for the Life of the Bonds. (5-2, rcv. Bradley and Domingo dissenting).

 

H.        Motion to Excuse Absent Council Member(s).

 

No action was needed as all Council Members were present.

            Krause moved, Branche supported, CARRIED, to adjourn the Regular Session.  (7-0, rcv).
