CALL TO ORDER

 

Mayor Joseph Domingo opened the regular session at 7:00 p.m.

 

MOMENT OF SILENCE WAS OBSERVED

 

ROLL CALL

 

Ron Gant (1), Betty Branche (2), Thorland Bradley (3), Andy Zblewski (4),  George Strander (6) and Mayor Joseph Domingo.  Cheryl Krause (5) was absent.

 

            Administration: Mike Herman, City Manager;  Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; Scott Kipp, Albion Public Safety Lieutenant; Nidia Wolf, Downtown Development Authority Executive Director; John Tracy, Code Enforcement Officer and Mark Robison, City Attorney.

           

MAYOR AND COUNCIL MEMBERS' COMMENTS

 

Comments were received from Council Members Branche and Bradley.  City Manager Herman updated the Council at their request regarding the temporary housing of the fire trucks and the planned privately developed senior housing complex.

 

A.         Mayor Domingo read the following Proclamations.

·         Georgia Bates – 100th birthday.

·         Hattie Lafayette – 112th birthday.

·         National Volunteer Week – Canduace Cloy.

·         Alcohol Awareness Month – Laura Ott, Substance Abuse Council.

·         Child Abuse Prevention Month.

·         Crime Victims’ Rights Week.

·         Sexual Assault Awareness Month.

 

V.         CITIZENS’ COMMENTS (Persons addressing the City Council shall limit their comments to agenda items and to no more than five (5) minutes.  Proper protocol and decorum is required.)

VI.       CONSENT CALENDAR

 

A.                 Approval of Regular Session Minutes – March 16, 2009.

 

No comments were received.

 

Branche moved, Gant supported, CARRIED, to Approve the Consent Calendar as Presented.  (6-0, rcv).

 

VII.     ITEMS FOR INDIVIDUAL DISCUSSION

 

            A.         Request for Approval for VFW to Sell Poppies on May 7-9, 2009.

                       

                        No comments were received.

 

                        Branche moved, Gant supported, CARRIED, to Approve the VFW Selling Poppies on May 7-9, 2009.  (6-0, rcv).

                       

B.                  Request for Approval for the American Legion to Sell Poppies on May  21-23, 2009.

 

No comments were received.

 

Strander moved, Bradley supported, CARRIED, to Approve the American Legion Selling Poppies on May 21–23, 2009.   (6-0, rcv).

 

C.                  Request for Approval to Fly All Flags at Riverside Cemetery from Easter to Veteran’s Day with VFW Supplying Necessary Replacement Flags as Indicated in their Letter.

 

Comments were received from Council Members Zblewski and Strander, City Manager Herman and DeVere Noakes, VFW Post Commander.

 

Zblewski moved, Branche supported, CARRIED, to Approve Flying All Flags at Riverside Cemetery from Easter to Veteran’s Day as Presented.  (6-0, rcv).

 

D.         Request for Approval for the Chamber of Commerce to use the Disc Golf Course on Saturday, May 2, 2009 for their 2nd Annual Tournament.

 

            No comments were received.

 

            Gant moved, Strander supported, CARRIED, to Approve the Chamber of Commerce using the Disc Golf Course on Saturday, May 2, 2009 for their 2nd Annual Tournament.  (6-0, rcv).

 

E.         Request for Approval for the Chamber of Commerce to hold the 3rd Annual “Fete de la Musique: Think Music, Think Albion” on Sunday, June 21, 2009 from Noon until Midnight.

 

            Comments were received from DDA Director Wolf.

 

            Strander moved, Zblewski supported, CARRIED, to Approve the Chamber of Commerce holding the 3rd Annual “Fete de la Musique: Think Music, Think Albion” on Sunday, June 21, 2009 from Noon until Midnight.  (6-0, rcv).

 

F.         Request for Approval for the Chamber of Commerce to hold the 43rd Annual Festival of the Forks in Downtown Albion on September 18-20, 2009.

 

            No comments were received.

 

            Gant moved, Branche supported, CARRIED, to Approve the Chamber of Commerce holding the 43rd Annual Festival of the Forks in Downtown Albion on September 18-20, 2009.  (6-0, rcv).

 

G.         Request for Approval to hold the 3rd Annual A-Maizing Corn Harvest on Saturday, October 3, 2009 in Downtown Albion.

 

            No comments were received.

 

            Strander moved, Zblewski supported, CARRIED, to Approve holding the 3rd Annual A-Maizing Corn Harvest on Saturday, October 3, 2009 in Downtown Albion. (6-0, rcv).

 

H.        Request for Approval of Resolution #2009-13, to Recognize the Albion High School Alumni Association as a Non-Profit Organization Operating in the Community for the Purpose of Obtaining Charitable Gaming Licenses.

 

            Comments were received from DDA Director Wolf.

I.         Discussion of 2nd Year Sidewalk Program and Approval to Advertise for Construction Bids.

 

            Comments were received from Council Members Zblewski, Strander and Gant, Mayor Domingo, City Manager Herman, Director of Public Services Markovich and Fred Beilfuss, 407 High Street.

 

            Zblewski moved, Strander supported, CARRIED, to Approve Advertising for Bids for the 2nd Year Sidewalk Program as Presented.  (6-0, rcv).

 

J.         Motion to Excuse Absent Council Member(s).

 

No comments were received.

 

Strander moved, Branche supported, CARRIED, to Excuse Council Member Krause.  (5-1, rcv, Domingo dissenting).
