CALL TO ORDER

 

Mayor Joseph Domingo opened the regular session at 7:00 p.m.

 

MOMENT OF SILENCE WAS OBSERVED

 

ROLL CALL

 

Ron Gant (1), Betty Branche (2), Thorland Bradley (3), Andy Zblewski (4), George Strander (6)  and Mayor Joseph Domingo.  Cheryl Krause (5) was absent.

 

            Administration: Mike Herman, City Manager;  Kevin Markovich, Director of Public Services; Kerry Helmick, Finance Director/City Clerk/City Treasurer; John Tracy, Code Enforcement Officer and Chuck Robison, City Attorney.

           

MAYOR AND COUNCIL MEMBERS' COMMENTS

 

Comments were received from Council Members Gant, Strander, Branche and Zblewski and Mayor Domingo.

 

At Mayor Domingo’s request, Public Services Director Markovich spoke regarding the road salt supply and Phyllis Cramer, 417 Darrow Street, spoke regarding the GED Tutor Training to be held at the Albion District Library.

 

V.         CITIZENS’ COMMENTS (Persons addressing the City Council shall limit their comments to agenda items and to no more than five (5) minutes.  Proper protocol and decorum is required.)

VI.       CONSENT CALENDAR

 

A.                 Approval of Regular Session Minutes – January 05, 2009.

 

No comments were received.

 

Gant moved, Zblewski supported, CARRIED, to Approve the Consent Calendar as Presented.  (6-0, rcv).

 

VII.     ITEMS FOR INDIVIDUAL DISCUSSION

 

A.         Request for Approval for the Greater Albion Chamber of Commerce to Hold the 18th Annual Cardboard Classic Sled Race at the Victory Park Sledding Hill on Sunday, January 25, 2009.

 

                        Comments were received from Mayor Domingo and City Manager Herman.

 

                        Branche moved, Bradley supported, CARRIED, to Approve the Greater Albion Chamber of Commerce Holding the 18th Annual Cardboard Classic Sled Race at the Victory Park Sledding Hill on Sunday, January 25, 2009.  (6-0, rcv).

 

            B.         Request for Approval of Resolution #2009-02, to Approve RS Consultants as a Vendor.

 

Comments were received from Council Member Bradley and City Manager Herman.

 

Zblewski moved, Gant supported, CARRIED, to Approve Resolution #2009-02, to Approve RS Consultants as a Vendor.  (6-0, rcv).

 

C.         Request for Approval of Resolution #2009-03, to Replace the North Clinton Street Bridge.

 

Comments were received from Council Members Strander and Gant, Mayor Domingo, City Manager Herman and Director of Public Services Markovich.

 

Gant moved, Zblewski supported, CARRIED, to Approve Resolution #2009-03, to Replace the North Clinton Street Bridge.  (6-0, rcv).

 

D.         Request for Approval of Resolution #2009-04, to Officially Establish the Annual William M. Wheaton 5th Grade Essay Contest.

 

            Comments were received from Council Member Strander and City Manager Herman.

 

            Strander moved, Branche supported, CARRIED, to Approve Resolution #2009-04, to Officially Establish the Annual William M. Wheaton 5th Grade Essay Contest.  (6-0, rcv).

 

E.         Request for Approval of Resolution #2009-05, to Support the Joint Nursery & Tree Planting Program Between Albion College and the City of Albion.

 

            Comments were received from Council Member Bradley, City Manager Herman and Director of Public Services Markovich.

 

            Strander moved, Branche supported, CARRIED, to Approve Resolution #2009-05, to Support the Joint Nursery & Tree Planting Program Between Albion College and the City of Albion.  (6-0, rcv).

 

F.         Discussion/Approval – Draft 2009 City Council Goals.

 

            Comments were received from Council Members Strander and Bradley, Mayor Domingo and City Manager Herman.

 

G.         Discussion/Approval – Draft City Manager Goals.

 

            Comments were received from Council Member Strander and City Manager Herman.

 

H.        Request for Approval to Re-Schedule the January 26, 2009 Council Study Session to February 09, 2009 at 7:00 p.m.

 

            Comments were received from Council Members Zblewski and Branche and City Manager Herman.

 

            Council consensus was reached to verify availability of all concerned parties for all off-Mondays in March and then schedule the Study Session date at the next regular Council meeting.

 

I.         Request to Add Discussion of a Mailbox Damage Due to Snow Removal Policy to the Agenda.

 

            Comments were received from Mayor Domingo.

 

            Zblewski moved, Gant supported, CARRIED, to Add Discussion of a Mailbox Damage Due to Snow Removal Policy to the Agenda.  (6-0, rcv).

K.         Motion to Excuse Absent Council Member(s).

 

Comments were received from City Manager Herman.

 

Zblewski moved, Strander supported, CARRIED, to Excuse Council Member Krause.  (6-0, rcv).

            Branche moved, Zblewski supported, CARRIED, to adjourn the Regular Session.  (6-0, rcv).
